Mistress Kinuye is the most senior Bloodspeaker that we know of in the Phoenix lands. Visions of the Future provides an excellent insight into her personality - but clearly nobody pays her that much attention, since she's managed to continue undetected for some time. When the monks at a temple in Phoenix lands predicted the Reign of Blood, Kinuye was the person they delivered their warning to. Unsurprisingly, she didn't exactly leap to do something about it...

Kinuye does not need to bow when casting Maho Kihos.
The best Evil Phoenix in Diamond, Kinuye is a powerful personality. The ability to cast maho kihos without bowing may seem minor - though Feeding on Flesh is very strong, and Jigoku's Rage isn't bad, the best maho kihos are shugenja-only - Kinuye is a legal target for Gempukku, which can make her a shugenja. This gives her access to Playing with Madness and Written in Blood, both good cards - and Playing with Madness makes all other kihos maho, so she can then cast kihos that are not usually maho without bowing.
That becomes a very solid ability. But is it worth it? You need 2 Fate cards (Gempukku and Playing with Madness), after which you can cast powerful kiho like Chasing Osano-Wo and Flee the Darkness without needing to bow. Having played it in a few decks, it can be made to work - what's lacking is the personality base to accompany the deck style. Between the currently legal kiho, Shrine of the Eternal, and Chuda Retainer, there's plenty of support for a corrupt kiho military deck, but we're lacking another solid personality to form the core of the deck alongside Kinuye.
In conclusion, Kinuye's card is strong, but the decks she fits into are lacking in the support they need to see regular play.
