Katsuhito's Bloodspeaker trait, and his Asako family name, lead me to believe that he's one of Asako Kinuye's acolytes/servants. From his flavour text, he currently appears to be serving alongside Kaneka, no doubt using his position as advisor to sow the seeds of chaos...

Maho Battle: Bow Katsuhito to destroy a Follower in the current battle with more Force than its personality's Chi.
Jack of all trades, master of none. That's Katsuhito summed up in a nutshell. With a dash honour requirement he can be played in an honour-losing control deck; his ability helps out in battle, and his high chi makes him handy for slinging spells around and duelling. Sadly, he doesn't really impress in any deck, due to his high gold cost.
Don't get me wrong - Katsuhito is very good value for what you get. A total of 7 points of stats, 2PH, a stick honour requirement and an ability is good value for 8 gold. However, he's just not useful enough for any particular deck to justify the cost, and there are better personalities to fill the slot in most decks. By deck type:
- Honour/duelling: Run Agasha Oshu for the same chi but 3PH.
- Military: Run Isawa Mino for more force at a lower gold cost, or Isawa Jun for much more force and flexibility on price.
- Control: Asako Genjo's ability is vastly superior: Control is much less about stats, and much more about getting lots of cheap personalities to perform actions with.
In short, if Katsuhito was 6G for a 2/2 with that set of abilities and traits, he'd see play. If he was 6G for a 0/5, -/6/2 with no ability, he'd see play. But no deck wants to pay 8g for a guy who doesn't really help any deck type enough to justify his cost.
