Oshu is a master of the Agasha art of "kagaku", or alchemy. Second only to his daimyo in such matters, he oversees the laboratories beneath Kyuden Agasha. I'm not quite sure how this fits in with his card - I can only imagine that a distractable alchemist is not likely to be good at petitioning powerful courtiers!

Introduced in Gold, where the idea of giving Phoenix the ability to sling 5-point honour gains and losses around with The Wind's Truth would have been considered a giant boost to a clan that didn't need it, Oshu really had to have some sort of restriction on him. In Diamond, the chief drawback is not being able to bow for the favour, yet he still doesn't see much play. That's probably because Phoenix duelling decks aren't popular. Nobody really needs a 1/5 shugenja with 3ph for 8G (3 holdings, given the loss of Mystic Dojo) when there are perfectly good personalities available for less gold. Oshu isn't a bad card, but there are simply better personalities for less gold. That said, he does see occasional play - but tends to be one of the first cards cut when a player starts tuning their deck. Phoenix rely more on Force than Chi in Diamond, and 1F for 8G really doesn't cut it.
That said, if another good Limited duel comes out, a Phoenix duelling honour deck might be workable - in which case Oshu, with his high innate chi and ability to attach Kenshinzen straight off, might well become a strong choice.
