This region is an interesting one. It contains an Open action: Once per turn, pay 3 gold to turn a dynasty card in a province face up. This seems simple enough and interesting, until you realize it won't help you turn over a card after paying for one, like Shogun's Barracks or Agasha Seruma.

So why play with it? What is it for? Why play with it?

There are a few possibilities that pop out at me off the top of my head. First, it is useful the turn it appears. You put this in play, then use it's ability to make the card that replaced it useable. This extends out to the fact that you can then do the same with any other regions or events that appear. Granted, only once per turn, but that still increases deck flow. Normally when an event or region appears, it kills further usability of that province that turn. This helps with that.

Second, you can use this on an opponent's turn. Wait! Why would you want to use this on an opponent's turn? You can't buy the card, so why reveal it? This is the more comborific part of the card. After all, there are cards that allow you to play a personality out of the province if it is revealed, like Fires in the Hidden City, or the one from KYoD.

Third, Trade District doesn't say "your" any where on it. Not sure if it is better to attack the face down province or the face up one? Use TD to make it easier to decide. Also, think about Bayushi Tai, or Kolat Recruiter. Both say to flip over the Dynasty card if it has not been, but the result is uncertain if you do it that way. This eliminates some of the uncertainty. It allows you to decide whether to use the ability in the first place.

Now for the downside. You do have to pay 3 gold to use the ability. This means this card is more a mid to late game card. Early game, it is less than useful, as you usually don't have to gold to spare. If you reach the mid game though, it becomes very useful. Next, it can only be used once per turn. Still, once is better than none. And don't forget, you can use it an additional time on your opponents turn. Granted, this means you have to have gold available, so still less than useful early game.
